An accurate and simple technique for measuring rms phase noise as a function of integration time for offset frequencies (0.001 Hz) close to the carrier is described. The accuracy of this method is verified by Allan variance measurements in the time domain and through the use of Hadamard variance for generating high-resolution spectral density measurements. Two different synthesizers are evaluated and the results are presented. Topics: SURVEYS, TECHNICAL WRITING, TRAINING ANALYSIS, COMMUNICATING, INDUSTRIES, LITERATURE

Regarding multiple spacecraft formation flying, the observation has been made that control thrust need only be applied coplanar to the local horizon to achieve complete controllability of a two-satellite (leader-follower) formation. A formulation of orbital dynamics using the state of one satellite relative to another is used. Without the need for thrust along the radial (zenith-nadir) axis of the relative reference frame ' propulsion system simplifications and weight reduction may be... The buckling strength of thin-walled stiffened or unstiffened, metallic or composite shells is of major concern in aeronautical and space applications. The difficulty to predict the behavior of axially compressed thin-walled cylindrical shells continues to worry design engineers as we enter the third millennium. Thanks to extensive research programs in the late sixties and early seventies and the contributions of many eminent scientists, it is known that buckling strength calculations are... A mathematical model is developed for calculating the life-cycle costs for a project where the maintenance and operations (M&O) costs change in a nonlinear manner with time. Closed-form solutions are presented for computing the present worth of projects with periodic cash flow profiles that can be approximated by polynomial functions. The results show that the life-cycle cost for a project can be grossly underestimated (or overestimated) if the M&O costs increase or decrease...
